2 questions regarding admission to Berkeley

1. They ask me to write my average in a 4-point scale. But then they write
Cumulative GPA 0.00 - 4.50. I am confused. Isn't 4-point scale mean 0-4?
2. Berkeley asks me to indicate several types of expenses ( for example Relocation expenses. Please include all travel costs such as airfare, shipping, moving van rental, apartment and utility deposit costs, etc.). As well as Assets in cash, savings, checking accounts and some additional similar stuff. I don't understand, should I already have a full list of expenses? (I am an international student, and a permanent resident), and why should I indicate assets?
By the way, I am applying for a Ph.D. in Math
