What can an applicant studying in 60-75 ranked university in math do to get into top-10 program in pure math? I know that gpas and math gre are very important. But is that sufficient? Can just good gpa and good gre score help you get admit in top-10 math program?

I talked with some professors about undergraduate research experience, and they said it doesn't matter much. They don't really care about research papers by undergraduates unless it is good enough to be be a phd thesis. May be current grad students in this forum help answer this question?
