Concerns about IL and PA schools

I was reading about the financial deadlocks in these states and some of the repercussions that may result. IL public schools are in pretty dire condition and a few of the PA "semi-public" schools recently received letters from their accreditors about financial responsibility as a result of the recent political battle. I've been watching for some information about how this might effect a graduate student and I have seen one article pop up on that topic, it isn't very upbeat. I was wondering if anyone has an information about how these schools are doing? Is there a tone of fear, is the morale bad, are professors talking about leaving? Is this something that potential grad students should consider in their choice?
