Hi, I am Vietnamese too.
Here is my profile when I applied last year:
780 GRE Math
170Q+154V+4.5AWA
104 Toefl
My school is newly founded, 6 years old when I applied, mostly unknown
I am non math major - and not kind of math related major like Phys, CS or Finance. One of my ref from Numerical Analysis Lecturer (not associative prof yet) and 2 non math related refs.
My thesis is about applied math, says some kind of new techniques in numerical analysis and application in my field.

So basically, your profile is stronger than mine. You can consider my accepted school as safe: IUBloomington, Utah, UCIrvine, CUBoulder and Arizona. The equal and lower ranking school can be consider as safe also.
And choosing school is depend on your interest also,
For applied math, you can try Minnesota or Washington, the average GRE math score is around your score. I was very disappointed when I got rejected from both school.
For topology and geometry, Utah and Stony Brook is very good school.
I don't know much about Algebra and Discrete Math, so sorry I can't give any advice

Thank you for much! Would it be a problem with my low verbal score? My interest is non linear pdes

I think math department doesn't care much about gre general, some schools just don't require it.
Suggestion schools:
A great school for PDE is UNC, Micheal Taylor is here!
Minnessota is good for applied PDE.
Purdue, IU Bloomington have strong faculty also.
And you have ref from Wis Madison, apply for it!
You can consider school likes MIT, UCLA, Michigan,... as reach application.

The general GRE might not be that important to schools but that doesn't mean you can completely flunk it and still get in.

Scores like bottom 8% for verbal and writing basically tells US schools that you don't know english, which makes it very hard for them to accept you since you're an international and all. 90 TOEFL is still below what is expected, I think a lot of universities use ~100 as a threshold for international applicants.

I would retake both the GRE and TOEFL if possible, I don't think any US school would be willing to risk it by accepting you.

Also disagree with the poster above, I think applying to schools like MIT is a waste of precious money unless your application is really competitive, and this one seems far from competitive.

My opinition is based on the fact that many schools don't require the GRE general and they give the TAship based on Toefl scores (Speaking). Thus, the schools will judge the English skill by Toefl score and don't care about advanced vocab and reading comprehensive in GRE (basically no application in math). And everyone know Toefl is just a cutoff score, you just need to pass it and it doesn't affect the application. I think most of my suggestions have require Toefl score lower than 90 except Wis Madison and MIT. The only reason I suggest that is he have a ref from Wis Madison and one of my friend get into Caltech by good refs. I also use the word "consider"!
