Switching PhD Programs?

Hello all,

I'm currently a first year PhD student at a fairly decent program, however I'm beginning to realize this program really isn't for me and I'd like somewhere which isn't as applied. I applied to schools last cycle and it went terribly, I'm guessing because of my GRE scores. Also, for personal reasons, I must be close to a few cities and it just so happens that the area only has schools that are in the top 20. I know it's cutting it short, but is it possible to reapply and transfer programs? Is this frowned upon? Also, aside from studying for the GRE again is there anything I can do to have a better cycle than last year?
