Emergency school

I do not want to wait for an offer one more year, but I have no good news until now.
So, can anyone give me an advice about what PhD program (in algebra/geometry/logic/set theory) to apply to? It should be a school in which I would enter for sure with my scores. It is also supposed to be located in a relatively cheap state and to provide satisfactory carrier opportunities (academic or industrial). As for deadlines, I prefer that they have not passed yet.

As an absolute safety maybe you can take a look at North Dakota state.
By this time most places have closed their applications. Rutgers Newark is one more place i can think of

Central Michigan should be another emergency school. Others that may be possibilities (you'd have to check for yourself since I'm not sure) are Kent State and Western Michigan.

You can check if univ of Iowa is still taking applications. Otherwise there's Rutgers Newark. Also quite a few schools accept late applications but I am not sure precisely which ones. Check out their websites, mail them. You should act fast.

"Applications submitted by January 31 will be given full consideration. After this date, the graduate committee will review new applications through April or until all positions are filled."

Try University of South Florida; they extended their priority application deadline to February 15th. You have to request a Teaching Assistantship application form and complete it as part of your application to be eligible for funding (assistantship/fellowship/scholarships). Just call the graduate admissions office, or email the Director of Graduate Admissions for the Math department.
