Since this is my first time applying to US universities excuse me if this sounds a bit silly. I was wondering if usually there is an interview for international applicants before an offer of admission is made, or do they usually tell you immediately if you are accepted or not based on your papers?

There's not usually an interview. (I've never heard of a school conducting interviews, but it's possible there are exceptions.) They decide purely based on your application.

I am also applying to Cambridge's MASt (pure math) and I was wondering if the same applies to them. Do they require an interview and , if so, do I need to fly to the UK to be interviewed in person?

Cambridge usually only interviews PhD applicants. If you're an international student, you'll probably be applying for funding as well. The Gates etc. scholarships interview all applicants.
