Is it a good idea to consider non-degree programs if not admitted to PhDs?

As the title suggests, I am wondering if non-degree programs are an option if I get rejected by all PhD programs. If not, what should I do during the gap year to effectively increase my profile strength?

I think it is a good ideal to do a non-degree program and take more math classes and do more research. I personally didn’t have money to do that so I went to a funded master program to get more experience in math. My undergrad was not in math though so I definitely need more experience to prepare myself to get into math phd. If you find closely, there are some funded math masters program out there.
