I'd say apply top as many as you can, since it couldn't hurt your chances. Also consider throwing in some "safety" schools just in case. Additionally, I'd consider applying to the University of Minnesota as well. Seems like they've got a fairly sizable number of faculty working in PDE research. I also have the impression that there's a fair amount of research with respect to elliptic PDE at the University of Washington, but I'm not entirely sure about that. One more: the University of Missouri also has quite a few faculty working in PDE as well.
