I am applying this fall to a number of pure and applied math PhD programs, and I am looking for input on my shortlist of programs-- am I being too ambitious; do I have good odds of getting in to at least one program?

Undergrad Institution: UCLA.
Post-bacc: Mix of top 50 programs
Major: Economics
GPA: 3.3 Bachelor's, 3.9 last 100 credits (senior year and post-bacc)
Math Courses by year:

1st-- Calc 1 (B-), Calc 2 (B), Calc 3 (C)
2nd-- Calc 4 (C-)
3rd-- None
4th-- Linear Algebra (B+), Differential Equations (A-)

Post-bacc: Real Analysis (A), Graduate Topology 1 (A), Graduate Real Analysis 1/2 (A/A+), Extremal Combinatorics and Graph Theory (A+), Mathematical Modeling (A), Abstract Linear Algebra (A), Electrodynamics Optics and Relativity (A), Stochastic Processes 1 (A), Abstract Algebra 1 (A+), Complex Analysis (A+), Systems and Signals (B+), Dynamic System Control 1 (A-), Graduate Differential Geometry (A)

Programming: Python (1 yr professional + neuro research/coursework), R, Stata, Excel.

GRE Q/V/W: 168/164/4.5

GREm: Not taking due to covid

Research Experience: over 1 yr neuro research at excellent lab with solid writing sample to show for it, extensive programming, data analysis and literature reviews. About 1 year with behavioral psychology PhD doing survey design, data analysis and programming.

Letters of Recommendation: One rec from Graduate Real Analysis 1/2, one rec from head of neuroscience lab, one rec from stochastic processes 1 professor.

Research interests: mathematical neuroscience, networks and complex dynamics, geometry/topology

REACH:
U Mich. AA (Applied Math)
UT Austin (Math)
Brown (Applied Math)
Duke (Math)
Northwestern (Applied Math)
U Wash (Applied Math)
Ohio S. U (Applied Math)

MATCH?:
U Utah (Math)
UCI (Math)
UC Boulder (Applied Math)
U Arizona (Math)
Northwestern (Applied Math)
U Pitt (Math)
Brandeis (Math)
U Oregon (Math)
ASU (Applied Math)

Do I have good odds with this list given my profile? Should I aim lower, or apply to more safeties?

A few safeties are a good idea if you'd prefer to attend one rather than wait a year. You don't have to go super safe - state flagships in smaller states like UNL and UIowa (examples; unsure if these match your research preferences) would probably suffice.

Do you think University of Houston would be appropriate?

As a safety? Yeah, seems appropriate.
