Program suggestions for number theory/arithmetic geometry

Which programs (excluding Princeton, etc) are strong in algebraic number theory and arithmetic geometry?

Most of the top universities have a research group for Number Theory/Arithmetic geometry. Harvard, Chicago, Columbia, Duke, Michigan, Brown, Wisconsin Madison, Purdue, Boston College, Boston University, Umass, and Uconn just to name a few.
