Seek advice for applying to PhD programs in mathematics

My profile:
1. GPA:
Mathematics:
Undergraduate: 3.56
Graduate: 3.1
Overall: quite low
2. GRE:
Math: 790/72%
3. Research experience:
Completed theses on pure mathematics topics.
Two years research internship.
No publication.
Could someone suggest universities in the US or Canada (deadline in Feb or later) that I should apply to their pure mathematics programs (have a chance to be admitted)?

Thank you for your advice. By the way, is my GRE good enough for a master's program at Concordia or McGill University, in case I cannot gain an offer for a doctoral program?
