Can you apply to the NSF GRFP while you’re already in a Phd program? I’ll be starting in August so I’m just wondering for the next cycle?

It seems that you can apply once as a graduate student, either in your first or second year.
The advice I've often seen, and will likely follow myself, is to apply in the second year. Your application will be judged to a higher standard, but as a first-year it will be difficult to 1) obtain letters from faculty at your new institution and 2) develop a competitive research proposal in only a few months; I get the impression that it is generally frowned upon to propose something that is highly similar to your past (i.e. undergraduate) work, or the work of a potential advisor.
