Can graduate GPA offset undergrad GPA?

Hi,
My undergrad GPA is worse. Below average. It is in electrical engineering. I could just do well in couple of math courses in undergrad. No good grades in electrical.

Later I joined 2 year MS program in Pure Mathematics and now I'll graduating in Fall with 4/4 GPA.
In my PhD application in pure math, Can this graduate GPA compensate my poor records in undergrad? (I have good grades in math courses in undergrad)

My profile:
Undergrad Institution: Top ranked engineering institute (international)
Graduate Institute: Somewhere ranked 50th in USA.

GPA: Too bad in undergrad, 4/4 in MS.

Position in Class: Below average in undergrad, 1st in MS program.

Type of Student: International Male

GRE Scores:
Q: Not taken
V: Not taken
W: Not taken
M: 820 (87%)

TOEFL: Waived

Program Applying: Math

Research Experience: 1 year Research assistant in MS. 2 papers submitted. (don't know it'll be accepted or not)
Awards/Honors/Recognitions: Phi Kappa Phi.
Pertinent Activities or Jobs: 1 year Teaching assistant in MS program.

I took math subject GRE in April (1st attempt). and got 820(87%) without preparation. I believe if I retake it in October, I can easily get in between 90-95%. For sure, I can expect my (MS) professors to write, "The best student I have ever taught" in recommendation letter. The weakest part in my application would be my poor GPA in electrical courses. I want to ask,

1. Will master's GPA be any helpful in compensating?
2. Is it a good idea to retake math subject GRE? (Or anything above 85% is the same) If it helps even a little bit, I'll go for it.
3. What schools should I be looking at?

If you can get above 90% for Math GRE, that is actually a pretty good score. I think school will pay more attention to your math classes and Math GRE. In my opinion, your undergrad was not in Math, so it should not matter much. Engineering math are ugly ...
