In-state tuition rate

Hello,

I am an international applicant and not a US-resident. I am applying to the University of Virginia. They require me to answer the question:

Do you believe you qualify for the in-state tuition rate?

How should I answer, yes or no?

No. To get in state tuition you have to be a resident of that state and since you are international you are not a resident.

Answer no, even if you were here, you need to be a resident for sometime before they give you a discount.
